John O. Bolen currently serves as Vice President for the Global Security Services Division at Constellis, where he has been since retiring from the Federal Government in September 2019. His responsibilities have included leading approximately 9,000 employees dedicated to the strategic planning, tactical direction, and successful execution of approximately 100 complex risk management and mitigation service contracts with portfolio revenues exceed $900M annually. His clients include multiple federal, state, and local government departments and agencies, as well as private commercial organizations from a variety of sectors.
John retired as a member of the United States Senior Executive Service, retiring as an Assistant Director of the United States Marshals Service. Over the course of his nearly 23-year career with the Department of Justice, John garnered many national awards and formal recognition for his diverse and expansive operational experiences and achievements, having held ten different assignments spread evenly between the field and headquarters. He is widely accepted as a physical and technical security expert, having previously been personally responsible for the security of the Third Branch of the United States Government (Federal Judiciary), as well as a voting member to the Interagency Security Committee. He finished his federal law enforcement career leading the Office of Professional Responsibility and simultaneously wearing many hats, reporting directly to the Director as the agency’s designated Federal Senior Intelligence Coordinator, Chief Compliance Officer, and Director of Internal Affairs.
Additionally, John’s devotion to service to the nation includes retiring as a decorated Intelligence Officer from the United States Navy Reserve in November 2020. He had 28 combined years of distinguished active and reserve service as both a former enlisted and officer, including six years of active duty at a famed Naval Special Warfare Development Group in Virginia Beach, VA. He retired as a Commander from the Naval Information Forces Reserve Region Washington, DC located at Joint Base Andrews, MD., after completing a distinguished command tour as the Commanding Officer of the Joint Intelligence Operations Center Detachment 0174 at the United States Southern Command located in Doral, FL. His two most recent duty assignments prior to that were as a plank owner and Executive Officer for the Naval Meteorological and Oceanography Reserve Activity at the United States Naval Observatory in Washington, DC, and as the Director of the Naval Intelligence Training Center, Defense Intelligence Agency, Joint Base Anacostia-Bolling, Washington, DC.
Furthermore, John’s commitment to service has continued outside the Government in the private non-profit sector. He is the Past Chair and current member of the Board of Directors for the U.S. Marshals Survivors Benefit Fund, where he has been for thirteen years helping raise and manage millions of dollars in charitable contributions for distribution to survivors of those killed in the line of duty supporting the missions of the United States Marshals Service. Additionally, he serves as a member of the Board of Directors for Team Themis, an organization dedicated to protecting women and their families from violence and persecution around the world.
John’s educational achievements include a Master of Public Administration from Troy University (1997) and graduating Magna Cum Laude and member of the Delta Epsilon Sigma College National Honor Society with a Bachelor of Science (Criminology) from Saint Leo University (1994). Additionally, he is a graduate of the United States Naval War College (2014) and the National Security Executive Leadership Seminar at the United States Department of State’s Foreign Service Institute (2012).
